A recent public recruitment announcement from a public institution in Dunhuang, Gansu Province, has sparked online discussion over the hiring of a foreign candidate and the compensation package offered.
On July 16, the Dunhuang Media Center released a list of candidates proposed for employment, including three international communication presenters. Among them, U.S. national Edward Kuperman, also known by his Chinese name Gu Aihua, attracted public attention.
According to reports, Kuperman, 24, graduated from Yale University. He came to Dunhuang in April this year and became an intern host at the Dunhuang International Cultural Communication Center.
Following the announcement, some netizens questioned his qualifications and raised concerns about the high level of financial support offered to the recruited talents.
The recruitment notice stated that selected talents would receive official staffing status and be managed under the public institution system. The positions come with an annual salary-based compensation structure: candidates in the first category are eligible for an annual salary of RMB 300,000, while those in the second category receive RMB 200,000 per year.
In addition, living subsidies of RMB 300,000 or RMB 200,000 and housing purchase subsidies of the same amounts are provided, depending on the category. These subsidies will be distributed in installments over eight years. The policy also includes benefits such as assistance with spouse placement and children’s school enrollment.
Foreign presenters are subject to the first-category standard, according to the recruitment announcement. Selected talents are required to complete a minimum service period of 10 years.
The public notice period ran from July 17 to July 23 and has now ended. It stated that any objections regarding the candidates would be investigated. If no issues affecting employment eligibility were found, the hiring process would proceed according to regulations.
On July 27, a reporter contacted the Dunhuang Human Resources and Social Security Bureau regarding the outcome of the review. A staff member said inquiries should be directed to the publicity department.
A representative from the Dunhuang Municipal Publicity Department later said that authorities had taken note of public concerns and had established a dedicated investigation team to review the issues raised. The results are expected to be released soon.
Previous media reports said that Kuperman had participated in a short-term exchange program at Tsinghua University, where he further improved his Chinese language skills and knowledge of Chinese history. In late 2025, he noticed Dunhuang Media Center’s international recruitment announcement and submitted an application. After multiple rounds of evaluation, he officially joined the center in 2026.
