On November 21, the Panyu District authorities in Guangzhou released details of a recent case involving violations by an off-campus training institution.

The Guangzhou Panyu Le Training Center Co., Ltd., a pseudonym for the institution, holds a valid license for non-academic off-campus training but was found to have chaotic management. Violations included illegally hiring foreign teachers to conduct instruction and engaging in corporal punishment of students.  In accordance with Article 22 of the Interim Measures for Administrative Penalties for Off-Campus Training, the Panyu District Education Bureau issued an administrative penalty, including an official warning, an order to refund collected fees totaling 19,904.57 yuan, and the confiscation of 15,642.63 yuan in illegal gains.

The Panyu District Education Bureau stated that it will continue to fulfill its statutory responsibilities, thoroughly implement the Ministry of Education's Interim Measures for Administrative Penalties for Off-Campus Training and related policies, and strengthen enforcement against covert, mutated, and illegal forms of off-campus training. The bureau aims to further purify the off-campus training environment and safeguard a sound educational ecosystem.

Authorities urged all off-campus training institutions to take this case as a warning, strictly comply with national laws, regulations, and the requirements of the "double reduction" policy, enhance legal awareness and standardized operations, uphold industry norms, and operate with integrity to ensure the healthy and orderly development of the off-campus training sector.
