The Hongqi District People's Court in Xinxiang, Henan Province, has successfully enforced a ruling in a foreign-related labor dispute, recovering outstanding wages for a French national in accordance with Chinese law.
The applicant, identified by the pseudonym John, a French citizen, came to China in 2024 to work as a fencing coach for a local sports development company. After the employer failed to pay his wages, the dispute was submitted to labor arbitration. The parties reached a mediation agreement, under which the company committed to pay John RMB 24,000 per year in installments. However, the company did not honor the agreement, prompting John to apply to the Hongqi District People's Court for compulsory enforcement.
Upon entering the enforcement phase, the case was handled by enforcement officer Liu Xiaofeng and his team, who promptly conducted a comprehensive investigation into the company's assets. The inquiry revealed that the company had suspended operations due to poor business performance and had no sufficient funds in its bank accounts, causing the enforcement process to stall temporarily. To safeguard the applicant's lawful rights, the court lawfully sealed sports equipment located at the company's training venue, laying the groundwork for further enforcement.
During this period, John was unable to take up new employment due to visa constraints and expressed growing anxiety, repeatedly seeking updates through an interpreter. The enforcement team maintained consistent communication, assuring him that his rights would be protected in accordance with the law.
Despite challenges such as the respondent's unclear whereabouts and limited asset leads, the enforcement officers persisted. On the evening of December 15, amid severe winter weather, the team received a tip that personnel linked to the company might be teaching at another location. Acting immediately, Liu Xiaofeng's team, with the assistance of on-duty "Enforcement 110" officers Feng Guopeng and Jia Xilong, located the company's staff and instructed them to contact the legal representative, surnamed Wang. Following communication, Wang agreed to come to court the next day to resolve the matter.
On the morning of December 16, Wang appeared at the Hongqi District People's Court as agreed. The enforcement team again explained the relevant laws and regulations in detail, outlining the legal consequences of refusing to comply with an effective legal document, while engaging in patient and pragmatic discussions based on the circumstances of the case. Confronted with both the authority of the law and the team's measured approach, Wang acknowledged his obligations. By noon the same day, he had raised the full amount owed, which was paid on the spot under the court's supervision.
