A kindergarten in Chengdu has been fined for illegally employing a foreign national without a valid work permit, according to an administrative penalty decision recently disclosed by local authorities.

The Chengdu Public Security Bureau's Wenjiang District Branch imposed a fine of RMB 10,000 on Chengdu Wenjiang District Mengzhi Kindergarten Co., Ltd. for violating China's regulations on the employment of foreign nationals.

The penalty decision shows that between March and December 2025, the kindergarten, located at No. 320, Section 2 of Wenquan Avenue in Wenjiang District, illegally hired a foreign male whose nationality was not disclosed, and who had not obtained a work permit in China. The individual was engaged in part-time work at the kindergarten for a total of 80 days. Specific details of his duties were not disclosed in the decision.

The public security authority stated that the kindergarten's conduct violated relevant national regulations. In accordance with Article 80, Paragraph 3 of the Exit and Entry Administration Law of the People's Republic of China, the Wenjiang District Branch of the Chengdu Public Security Bureau issued the administrative penalty on December 25, 2025.

Corporate information available on the Qichacha business information platform shows that Chengdu Wenjiang District Mengzhi Kindergarten Co., Ltd. was established in September 2019. The company's legal representative is Guo Jianing, and its registered address is No. 320, Section 2 of Wenquan Avenue, Wenjiang District, Chengdu. The kindergarten is wholly owned by Sichuan Auston Education Consulting Co., Ltd.
