The Dawa District People's Court of Panjin City publicly announced its verdict on December 25, convicting Zhang, a preschool teacher, of the crime of abusing persons under her care. Zhang was sentenced to two years of imprisonment and banned from any future work involving close contact with minors.

According to the court's findings, between March 3 and March 21, 2025, Zhang repeatedly slapped, pushed, dragged, and struck at least eight children, including a three-year-old girl surnamed Meng. Surveillance footage revealed hundreds of instances of violent behavior during this short period. One victim, Meng's daughter, was later diagnosed with a psychological disorder.

The abuse came to light when the child's mother, Ms. Li, reviewed surveillance footage and discovered Zhang striking her daughter's face and pushing her against a wall. Li immediately reported the incident to authorities and took her child to Panjin Central Hospital, where doctors diagnosed her with scalp contusions.

The court held that Zhang, as a teacher with a duty to care for young children, had seriously violated professional ethics and her legal responsibilities. Although she confessed to the main facts of the crime and expressed remorse, the court decided not to show leniency, citing the severity, duration, and psychological impact of her actions, as well as the vulnerability of the victims.

In addition to Zhang's conviction, local disciplinary authorities launched an investigation into Pengcheng Kindergarten. The investigation revealed numerous regulatory violations, including unqualified teachers, expired licenses, noncompliant facilities, and false operating addresses. The kindergarten has since been permanently closed, and 24 officials and responsible parties have been disciplined or dismissed.

The case has triggered strong public reaction on Chinese social media, with many netizens calling for stricter oversight of kindergartens and zero tolerance for child abuse.

"We must never tolerate cruelty toward children," one commenter wrote. "Those who harm the innocent should never again be allowed to teach."
