The mandatory national standard Safety Technical Specifications for Electric Bicycles (GB 17761—2024), hereinafter referred to as the Technical Specifications, was officially released on December 31, 2024, and came into effect on September 1, 2025.

Key Revisions in the New Standard

1.Enhanced Fire Safety Requirements – Stricter flame-retardant criteria have been introduced for non-metal materials such as cushioning pads, textiles, leather, and electrical wiring.

2.Plastic Use Restriction – The total weight of plastic components must not exceed 5.5% of the bicycle's overall mass.

3.Motor Performance Requirements – New specifications cover low-speed torque, no-load back EMF, and inductance coefficient differences.

4.Anti-Tampering Measures – Protections for batteries, controllers, and speed limiters have been strengthened, with six inspection methods added.

5.Improved Braking Performance – The maximum braking distance requirement has been reduced.

6.Weight Limit Adjustment – The maximum mass for lead-acid battery bicycles has been raised from 55 kg to 63 kg.

7.Quality Assurance & Consistency – Manufacturers are now required to demonstrate adequate production, testing, and quality control capabilities in line with their production scale.

8.Beidou Positioning & Safety Monitoring – E-bikes must be equipped with GPS (Beidou) positioning, communication, and dynamic safety monitoring. For non-commercial use (excluding logistics or rental services), consumers may choose whether to retain the Beidou module at purchase.

9.Pedal Installation Flexibility – Pedal systems are no longer mandatory for all models; manufacturers may decide based on actual needs.

10.Rearview Mirror Encouragement – Installation of rearview mirrors is encouraged for improved safety.

11.Service Life Labeling – Manufacturers must clearly state the recommended service life of the bicycle on the nameplate and product certificate.

Key Questions on Implementation

1. Do consumers need to replace their old bicycles?

No. Existing electric bicycles purchased before the new standard are not subject to mandatory replacement. The new rules mainly regulate production, sales, and business operations. Consumers may continue using their old bicycles at their discretion.

2. Can consumers still buy bicycles made under the old standard?

Yes, but only for a limited time. Vehicles produced under the old standard before September 1, 2025, are granted a three-month sales grace period, ending on December 1, 2025.

3. What about bicycles that don't meet the new standard?

  • For manufacturers: Until August 31, 2025, production could follow either the old or new standard. From September 1, 2025, all new production must comply with the new standard. Products manufactured under the old standard before that date may continue to be sold until November 30, 2025. After December 1, 2025, only bicycles meeting the new standard may be sold.

  • For consumers: Previously purchased bicycles that do not meet the new standard will not be forcibly eliminated. Local governments may encourage replacement through trade-in programs or subsidies.

4. How should consumers choose a new e-bike now that the new rules are in place?

  • Check for CCC Certification: All e-bikes must obtain CCC certification and display the CCC mark, confirming compliance with mandatory national standards.

  • Check the Product Certificate: Each e-bike must come with a product certificate that includes model number, vehicle code, and other details matching the physical product. Consumers may scan the QR code on the certificate or verify through the national certification platform (cx.cnca.cn).

Finally, after purchasing, consumers are reminded to register and obtain a license plate for their e-bike in a timely manner.
