Three U.S. Citizens Wanted in Connection with Cyberattacks During 2025 Asian Winter Games in China

Authorities in Harbin, located in northeast China's Heilongjiang Province, have placed three U.S. nationals on a wanted list for allegedly engaging in malicious cyber activities during the 2025 Asian Winter Games, according to a statement released by the city's public security bureau on Tuesday.


The individuals — Katheryn WilsonRobert Snelling, and Stephen Johnson — are accused of participating in extensive hacking operations directed by the Office of Tailored Access Operations (TAO), which is part of the U.S. National Security Agency (NSA).

The investigation concluded that the three were acting as "secret agents" who launched multiple cyberattacks targeting critical information infrastructure and key Chinese companies. Authorities also linked TAO to a 2022 cyberattack on one of China's top aviation universities.


In response to the incident, China's Foreign Ministry strongly condemned the alleged attacks, reaffirming the country's commitment to defending its cybersecurity. 

At a press briefing on Tuesday, spokesperson Lin Jian stated that such actions pose a serious threat to China's national defense, financial systems, public safety, and citizens' personal data.

Lin emphasized that China has repeatedly voiced its concerns to the U.S. via various diplomatic channels. 

He called on the U.S. to act responsibly in cyberspace, to stop conducting cyber operations, and to refrain from making unfounded accusations against China.
