For a company hiring a foreign national for the first time, Shanghai Immigration now require the legal representative's Chinese ID or passport number and mobile phone number for the related employer filing.

2. Work Permit Applications: Overlapping Study and Employment Periods Face Additional Review
When an applicant's education and employment periods overlap, the Foreign Expert Bureau may request a further explanation and supporting evidence.
The review may cover :
Why the employment took place during the study period;
Whether the work was full-time or part-time;
Whether the employment history matches the relevant tax records;
Additional evidence, such as salary bank statements, to support the claimed work experience.

If the timeline, nature of the work, and supporting records do not reasonably match, the application may require supplementary documents, be returned, or fail the review.

3. Tighter Reviews After Resignation or Repeated Employer Changes
Recent case handling indicates stricter review of post-resignation stay arrangements and repeated employer changes within a short period.
Delayed cancellation after resignation: One reported handling scenario concerns applicants who, twice within one year, did not cancel their work-type residence permits within 10 days of leaving a job. After a second stay visa is issued, a later work visa application may no longer be accepted.
Repeated employer changes: Frequent changes of employer within a short period may affect a later work visa application. In some cases, the applicant may need to leave China and submit the new application from overseas.

4. Guangzhou: PR Applications Now Require Appointment and Pre-Review
Applicants for Chinese permanent residence in Guangzhou now need to book an appointment first and submit materials for an official on-site pre-review.
After the Immigration reviews the pre-submission materials and issues a notice, the applicant returns to the service location to complete the formal submission.

5. Exit-Entry Intermediary Staff Must Be Registered
On 14 September 2026, China National Immigration Administration and the State Administration for Market Regulation issued rules on the registration of institutions and personnel providing exit-entry intermediary services.
The institution is required to register the following personnel:
its legal representative or person in charge;
management personnel;
staff who directly provide intermediary services to people entering or leaving China.
