Police in Gyirong County fined a man RMB 500 for illegal VPN use with apps 'feito accelerator' and 'VPN Kua Lian'. Authorities warn of cybersecurity risks and legal penalties.

Police in Gyirong County, Xizang, have investigated and handled a case involving the illegal use of VPN software to access overseas websites without authorization.
Recently, the county’s cybersecurity police division identified clues during routine online inspections indicating that a local internet user had been using unauthorized tools to bypass regulated internet access channels. Authorities then launched an investigation in accordance with the law.
The investigation found that the individual, surnamed Fang, had not obtained any legal qualification for international internet access. Despite knowing that unauthorized VPN use was prohibited, Fang had installed and used illegal VPN applications, including “feito accelerator” and “VPN Kua Lian,” on his mobile phone for an extended period of time. The software was used to bypass legally established internet gateways and access overseas online content without approval.
Police said such actions disrupt normal internet management and may create significant security risks, including potential information leaks, exposure to cyber threats, and access to harmful online content.
After conducting evidence collection, securing electronic records, and carrying out legal questioning procedures, police confirmed the facts of the case. Fang admitted to the violations, and authorities determined that the evidence was clear and sufficient.
According to Articles 6 and 14 of the Interim Regulations on the Management of International Networking of Computer Information Networks of the People’s Republic of China, police ordered Fang to stop the unauthorized internet connection, issued a warning, and imposed an administrative fine of RMB 500.
Police reminded the public that cyberspace is not beyond the reach of the law. Using VPN tools to bypass internet controls without approval is a violation that can disrupt online order and create various security risks.
Authorities urged internet users to comply with cybersecurity laws and regulations, use the internet responsibly, and avoid unauthorized VPN tools in order to help maintain a safe, orderly, and secure online environment.
The Gyirong County cybersecurity police division said it will continue strengthening online inspections and carrying out regular efforts to address illegal activities such as unauthorized VPN use. Authorities will also continue using cases as legal education examples to raise public awareness of cybersecurity and improve the local online environment.
