This Shanghai Street Has Been Under Construction for 10 Years. Residents Are Losing Sleep — Literally
If you live in Shanghai, roadworks are nothing new. But for some downtown residents, this has reportedly gone on for nearly ten years — with the same road dug up again and again.
According to local media reports, several residents of Fenghuayuan Community in Jing’an District said that a short section near Jiangsu Road and Changning Road has been under repeated construction since around 2016.
Residents said different projects have taken turns on the same road over the years, including underground works, pipeline relocation, and pipe installation. In their words, one project ends, and another soon begins.
The repeated works have also brought long-term noise problems. Some residents said construction is often carried out at night to avoid affecting daytime traffic. In some cases, workers reportedly cover road openings with steel plates during the day and resume digging after 10 pm, with work continuing until early morning.
Residents complained that the sounds of road breakers, construction vehicles, and metal tools could still be heard clearly even through closed windows. Some said they had to wear noise-canceling headphones at night but still found it difficult to sleep.
Some residents said they had called the police several times late at night because of the construction noise. However, when officers arrived, construction teams were reportedly able to show valid night construction permits, making it difficult to stop the work immediately.
The construction has also affected daily travel. Local media observed that parts of the pedestrian space near the road were narrow, with pedestrians, delivery bikes, and other non-motor vehicles moving close to each other.
Residents also showed local media complaint records from the past five years, saying that each round of construction involved different projects. Some were related to underground tunnels, while others involved pipeline relocation or pipe installation.

What residents find most frustrating is the lack of coordinated planning, with different projects repeatedly reopening the same stretch of road instead of being handled together.
Residents are now calling for better coordination between different projects, clearer public notices, and a more unified construction schedule, instead of repeatedly digging up the same road for separate works.
Local media said it will continue to follow the issue.
