Guangzhou Seeks Public Feedback on Higher Rewards for Reporting Immigration Violations

Authorities in Guangzhou are inviting public feedback on a proposed regulation that would significantly increase financial rewards for reporting foreigners suspected of violating China’s immigration laws.

According to a draft issued by the Guangzhou Public Security Bureau, individuals and organizations, including Chinese citizens, overseas Chinese, foreign nationals, companies, and other entities, may report suspected cases involving illegal entry, illegal residence, illegal employment, human smuggling, or the sheltering of undocumented foreigners.

Under the proposed measures, verified reports involving illegal entry, overstaying, or unauthorized employment would be rewarded at 1,000 yuan per person. For cases involving multiple individuals, rewards would be calculated according to the number of confirmed offenders, with a maximum payout of 20,000 yuan per case.

The draft also proposes higher incentives for reporting companies or organizations that illegally employ or introduce foreign workers. Confirmed reports could receive an initial reward of 5,000 yuan, plus an additional 1,000 yuan for each person identified, with total rewards capped at 50,000 yuan per case.

Reports involving the harboring or concealment of undocumented foreigners may also qualify for rewards starting at 3,000 yuan, with additional payments based on the number of individuals discovered. These rewards would be capped at 20,000 yuan per case.

The proposed policy represents a major increase compared with Guangzhou’s 2021 reward scheme, which offered 200 yuan per person for verified reports of the “three illegalities”, meaning illegal entry, illegal residence, and illegal employment, with a maximum reward of 10,000 yuan per case.

The draft regulation is open for public consultation until June 24, 2026. If implemented, it would mark one of Guangzhou’s most significant increases in immigration enforcement reporting incentives in recent years.
