The Shanghai Municipal Human Resources and Social Security Bureau has announced the latest list of recognized overseas professional qualification certificates. The updated policy eases age restrictions for foreigners working in Shanghai and introduces more convenient visa procedures and longer residence permits.
Key Policy Details
For Holders of List A Qualifications
Foreign professionals legally employed in Shanghai who possess List A certificates are entitled to the following benefits:
May apply for multiple-entry visas valid for up to five years with an invitation letter, or obtain a work residence permit valid for up to five years with a work permit.
Eligible applicants can apply for the appropriate category of work permit. The age limit for Category B ("Foreign Professional Talents") has been extended to 70 years, while Category A ("Foreign High-Level Talents") may obtain permits valid for up to five years.
Non-local residents applying for the Shanghai Residence Permit Points System will receive points for their professional qualifications or titles.
Applicants from Hong Kong, Macau, and Taiwan, as well as qualified foreign professionals, will gain additional points when applying for the Shanghai Overseas Talent Residence Permit.
Overseas work experience may be recognized as equivalent to domestic experience.
Government agencies, district authorities, and enterprises are encouraged to offer additional incentives and support for certificate holders.
For Holders of List B Qualifications
In addition to the above, List B certificate holders are entitled to enhanced benefits, including:
May apply for a Category A (High-Level Talent) work permit without restrictions on education, age, or work experience.
Eligible professionals may be recommended for permanent residence in China by authorities in key national development zones, along with their spouses and minor children.
May obtain multiple-entry visas valid for up to five years. Those holding a Foreign High-Level Talent Confirmation Letter can apply for an R Visa (Talent Visa) valid for up to 10 years, allowing easier entry and exit.
Foreign nationals engaged in innovation or entrepreneurship may apply for corresponding residence permits.
Those who make outstanding professional contributions may be recommended for talent introduction programs by their employers.
Local governments and enterprises are encouraged to extend support equivalent to that provided to high-level domestic talents.
For Holders of List C Qualifications: Support in Applying for Professional Titles
Foreign professionals legally working in Shanghai who hold List C certificates may directly apply for the evaluation and recognition of professional titles in their respective fields. Consideration will be given to overseas work experience, performance, and innovation.
A. Basic Requirements
Must comply with the Constitution and laws of the People's Republic of China.
Must demonstrate strong professional ethics, dedication, and integrity.
Must be committed to their work and perform duties responsibly.
Must have relevant overseas experience or participate in equivalent professional activities abroad.
B. Education and Qualification Requirements
Applicants must have worked in the relevant field in Shanghai for at least one year. Those seeking engineering or technical titles must hold a science or engineering degree.
Junior Titles – Must meet one of the following:
Hold a master's degree or a second bachelor's degree; or
Hold a bachelor's degree with at least one year of relevant experience.
Intermediate Titles – Must meet one of the following:
Hold a doctoral degree; or
Hold a master's or second bachelor's degree with two years of relevant experience; or
Hold a bachelor's degree with five years of relevant experience.
Associate Senior Titles – Must meet one of the following:
Hold a doctoral degree with two years of relevant experience; or
Hold a master's or second bachelor's degree with seven years of relevant experience; or
Hold a bachelor's degree with ten years of relevant experience.
