On November 7, the Shanghai Municipal Human Resources and Social Security Bureau released the List of Recognized Overseas Professional Qualification Certificates (Version 3.0), further opening doors for foreign professionals seeking to work and innovate in the city.
The updated list and accompanying measures aim to enhance Shanghai's global competitiveness by simplifying recognition procedures and improving support services for international talent.
Streamlined Services for Foreign Professionals
Under the new policy, foreign nationals holding certificates listed in Category A will enjoy a range of facilitation measures, including:
1.Multiple-entry visas or work residence permits valid for up to five years;
2.Eligibility for work permits for foreign professionals, with the age limit for Category B foreign professionals extended to 70 years old;
3.Additional points for professional qualifications when applying for a Shanghai Residence Permit;
4.Preferential consideration for overseas talents applying for the Overseas Talent Residence Permit;
5.Recognition of overseas work experience as equivalent to domestic experience;
6.Encouragement for industry regulators and employers in Shanghai to provide further support and guarantees.
For holders of Category B certificates, the city offers even more favorable policies, such as:
1.Eligibility for High-End Foreign Talent (Category A) work permits without restrictions on education, age, or work experience;
2.The possibility of permanent residency applications recommended by key national development zones, extendable to spouses and minor children;
3.Multi-entry visas valid for five years, and the opportunity to apply for an R-Visa (talent visa) valid for up to ten years;
4.Streamlined residence procedures for innovation and entrepreneurship activities in Shanghai;
5.Support for talent introduction applications for those demonstrating outstanding contributions;
6.Additional benefits provided in reference to high-level talent standards.
Support for Professional Title Evaluation
Professionals holding Category C certificates and working legally in Shanghai can directly apply for corresponding professional titles. Their overseas professional experience, achievements, and innovations will be considered in the evaluation process. Applicants must comply with Chinese laws, demonstrate good professional ethics, and have at least one year of relevant work experience in Shanghai.
Promoting Mutual Recognition of Standards
Shanghai will continue exploring mutual recognition between Category D certificates and domestic qualifications or professional titles, through methods such as direct qualification applications, course exemptions, and exam waivers.
Unified Certificate Verification Platform
A citywide verification platform will be established to provide unified services for certificate validation. The verification results will serve as the basis for accessing relevant services. Certificate holders who have not yet come to Shanghai for employment may complete verification while abroad.
Industry-Specific Supportive Policies
Departments overseeing sectors such as economy, technology, construction, education, healthcare, commerce, and finance will issue detailed implementation rules to optimize mechanisms for talent evaluation, incentives, and professional practice. Under appropriate conditions, restrictions on foreign professionals' practice in these industries may be cautiously eased.
Dynamic Adjustment of Recognized Qualifications
Shanghai will continue to monitor the implementation and impact of listed qualifications, removing those that no longer meet standards and adding new ones based on evolving economic and talent needs. The city aims to attract and cultivate highly skilled professionals in key industries by incorporating internationally recognized qualifications into the list.
The new policy takes effect immediately, replacing the List of Recognized Overseas Professional Qualification Certificates (Version 2.0) issued in 2024.
