On August 27, the Hangzhou Municipal Public Security Bureau's Highway Traffic Police Division issued a statement regarding online reports of a "masked individual frightening drivers" on the Changshen Expressway.

According to the police bulletin, the individual involved was Hugo, a 42-year-old foreign teacher at a school in Xiaoshan District. On August 24 at 4:57 p.m., while returning to Hangzhou as a passenger in a friend's car on the G25 Changshen Expressway, Hugo searched his bag for snacks and came across a mask he had purchased online in November 2024. He briefly put it on for amusement, which was noticed and recorded on video by occupants of another vehicle traveling in the same direction.

The two cars drove alongside each other for about nine seconds, during which police confirmed there was no verbal interaction or other abnormal behavior. At 5:27 p.m., the vehicle carrying Hugo exited the Hangzhou South Toll Station, with no masks worn by passengers at that time.

Police noted that although the incident caused no direct consequences, such behavior could pose risks to traffic safety. Authorities quickly located Hugo, delivered a formal reprimand and educational warning, and required him to reflect on his actions. He has since expressed remorse, apologized to those involved, obtained their understanding, and publicly extended his apologies to the wider online community for the disturbance.

Earlier media reports suggested that a man wearing a "horror mask" deliberately tried to frighten passing vehicles on the Changshen Expressway, sparking heated online discussion. Viral video footage showed two cars traveling side by side when a masked passenger in one vehicle suddenly appeared at the window, slightly rising from his seat to stare at another vehicle, before rolling the window down fully and turning to look again.
