Hotel Fined for Violating Foreigner Registration Rules

A hotel was fined after failing to register foreign nationals in accordance with Chinese law.

Recently, the Exit and Entry Administration Unit of a Public Security Bureau in Qinghai Province discovered during a routine inspection that a local hotel had received two foreign diplomatic personnel as guests without registering their accommodation in accordance with relevant regulations.

Following an investigation, authorities confirmed that the hotel staff lacked sufficient awareness of the legal requirements regarding the registration of foreign guests. Their negligence resulted in the failure to fulfill the mandatory reporting obligation.

In accordance with Article 39, Paragraph 1, and Article 76, Paragraph 2 of the Exit and Entry Administration Law of the People's Republic of China, the Public Security Bureau imposed an administrative fine of 1,800 yuan on the hotel. Additionally, the hotel's management and related staff were given formal criticism and educational instruction. Authorities emphasized the importance of foreigner accommodation registration, explained the specific procedures in detail, and ordered the hotel to make immediate corrections and implement long-term compliance measures in strict accordance with the law.

1.Article 39 of the Exit and Entry Administration Law of the People's Republic of China stipulates that hotels accommodating foreign nationals must register their stay in accordance with public security regulations and report the registration information to the local public security authority. Foreigners residing outside hotels must register with the local police station within 24 hours of check-in, either by themselves or by their host.

2.Article 76 provides that violations such as failure to comply with foreigner registration requirements may result in a warning or a fine of up to 2,000 yuan. Hotels that fail to register foreign guests or report the information to the authorities may face penalties under the Public Security Administration Punishments Law, with fines ranging from 1,000 to 5,000 yuan for more serious offenses.
