Another International School Exposed for Illegal Operation Without License
On May 14, 2025, the Education Bureau of Liwan District, Guangzhou, issued a public notice regarding St Stephen's Academy of Liwan, revealing its illegal operation and unauthorized student recruitment activities.

According to the notice, the bureau conducted an administrative inspection at the school, located at No. 3 Shengshi Road, Liwan District, and uncovered several serious violations:
Operating Without a License
Since its establishment, the school has never obtained an official school operation license, making its activities a clear case of illegal education.
Misleading Use of Branding
The academy used uniform logos and references to its facility's history to imply a connection with Guangdong Experimental High School, creating a misleading impression and engaging in deceptive publicity.
Regulatory Evasion
After its cooperation agreement with a previous partner ended, the school continued to expand its programs and enroll students under the guise of a "transition period," intentionally bypassing proper approvals and oversight.
These actions violate China's Education Law and Private Education Promotion Law, as well as provincial and municipal regulations. The authorities have condemned the school for undermining educational fairness and eroding public trust, and have committed to serious legal consequences.
The Liwan District Education Bureau stated that it will continue to intensify law enforcement and crack down on all forms of illegal education. The goal is to protect the legitimate rights of students and parents and uphold a fair and orderly educational environment.
