Int'l School Cracked Down for Illegal Operation & Enrollment

On May 14, the Education Bureau of Liwan District in Guangzhou has issued an official notice regarding the illegal establishment and enrollment practices of St. Stephen's Academy of Liwan (SSAL).

According to the notice, the bureau recently conducted an inspection of the school, located at No. 3 Shengshi Road, Liwan District, and uncovered multiple violations. The key findings include:

1.Operating Without a License

Since its establishment, St. Stephen's Academy has been running without the required educational permit, constituting illegal operation.

2.Misleading Brand Association

The academy allegedly implied a connection to Guangdong Experimental High School through uniforms and historical site references, engaging in false advertising that misled the public.

3.Evading Regulatory Oversight

After the termination of a cooperative agreement, the school reportedly expanded its enrollment and added new courses under the guise of accommodating existing students, deliberately circumventing regulatory approval.

The notice emphasized that these actions violate China's Education Law and Private Education Promotion Law, as well as provincial and municipal regulations, undermining educational fairness and public trust. The Liwan District Education Bureau has vowed to take strict legal action.

Background:

Founded in 2019, St. Stephen's Academy of Liwan was jointly established by Guangdong Shuangshi Education Group and the UK National Qualifications and Examinations Board. The school promoted itself as offering a dual-track curriculum, combining Hong Kong's DSE and the UK's A-Level programs.
