Foreigner’s Off-Leash Dog Terrifies Kid, Sparks Angry Standoff

A dispute over a pet-related incident was recently resolved in Xiamen after a foreign resident, Rom, and a local woman, Ms. Yang, reached a settlement through mediation.
According to local media reports, Ms. Yang claimed that her child was frightened by Rom's unleashed dog while playing in the residential area. She said the child became so distressed that he developed a fever that night. When she confronted Rom about the matter, he denied responsibility, arguing that his dog had not harmed the child. With both sides holding firm to their positions, Rom sought help from his friend Wu Wei, a German national and volunteer mediator.
Wu Wei, who has lived and worked in China for many years, serves as a foreign mediator at the invitation of local judicial authorities. To facilitate dialogue, he arranged a meeting between Rom and Ms. Yang, with the support of Zhang Chaoyong, a local judicial mediator.During the mediation, Ms. Yang insisted that Rom's failure to leash his dog led to the incident. "Rom was walking his dog in the neighborhood without a leash, and it was running around freely. It scared my child, who later developed a fever," she said.Rom, however, was skeptical. "It's impossible that my dog caused the fever. My dog didn't bite your child," he responded.Ms. Yang maintained, "It didn't bite him, but it scared him!"Rom questioned, "Just seeing the dog scared him that much?"As the discussion reached an impasse, the mediators spoke to each party separately.Wu Wei explained to Rom, "The surveillance footage clearly shows the child was frightened. Also, keeping a dog off-leash violates regulations. I believe we can work out a solution.""Is that an official rule now?" Rom asked."Yes," Wu Wei confirmed.Meanwhile, Zhang Chaoyong spoke with Ms. Yang. "The footage also shows that your child was trying to provoke the dog at one point. That means there might be shared responsibility here," he noted.After hearing this, Rom acknowledged his mistake and apologized. "I'm sorry. I take responsibility and am willing to cover the medical expenses," he said.Ms. Yang accepted the apology. "Rom has shown sincerity, and we've reached an agreement. Let's move forward with the resolution," she said.With both parties satisfied, the dispute was peacefully settled.This case highlights the role of volunteer mediators—both local and foreign—in resolving everyday disputes in China's increasingly multicultural communities. By encouraging open communication and mutual understanding, mediation efforts like these help maintain harmony in diverse neighborhoods.
