On December 25, the Ministry of Housing and Urban-Rural Construction of the People's Republic of China along with other five departments issued the Opinions On Rectifying And Standardizing the Order of Housing Rental Market.

This was issued to solve the disorder of the current domestic housing rental market, real estate agencies, housing rental enterprises and online information platforms have published false information on housing sources, maliciously withheld deposit rents, illegally used housing rental loans, forced eviction of tenants and other illegal issues, as well as regulate the order of housing rental market.

The opinions consist of 14 regulations. Among them, it is clearly stipulated that brokers, enterprises, network platforms and individuals engaged in housing leasing activities:


  • Register market subjects in accordance with the law;


  • Ensure the authenticity of housing source information, and meet the requirements of renters for the real situation and real price;


  • Implement the responsibilities of network platforms;


  • Ensure the security of leasing; strengthen industry supervision and standardize the leasing contracts, and establish dispute processors System.
