Recently, cybersecurity officers from the Hanggin Banner Public Security Bureau in Inner Mongolia successfully investigated and handled the area’s first case involving an individual’s illegal use of a VPN to bypass internet restrictions through technical monitoring.

The individual, identified as Wang, was given an administrative penalty in accordance with the law. The case marks the first publicly announced punishment of its kind in the jurisdiction and serves as a warning to local internet users about cybersecurity and compliance.

Police found that Wang had purchased VPN services online without applying to the telecommunications authorities or obtaining the required qualifications for international internet access. He had also used the VPN to bypass the designated international gateways of China’s public telecommunications networks and access overseas websites without authorization.

His actions were found to have violated the Interim Regulations on the Administration of International Networking of Computer Information Networks of the People’s Republic of China.

After the case was discovered, police provided Wang with education and guidance, explaining the legal nature of his actions and the potential risks involved. Authorities then imposed an administrative penalty on him in accordance with relevant regulations.

Individuals purchasing and using VPN services to bypass internet regulations without authorization is not simply a matter of “personal freedom,” but constitutes an illegal act under current regulations.
