Chinese Man Arrested in Poland for Railway Photos – New 2025 Ban

A Chinese citizen has been detained in western Poland after reportedly taking photographs of railway infrastructure, with authorities now reviewing the circumstances of the incident.

The 48-year-old man was stopped on Easter Monday in Kowalów, a village in Poland’s Lubuskie region near the German border, after two witnesses reported concerns to the authorities.

Officers from Poland’s Railway Protection Guard located the man at the scene and detained him. 

Police said he had been photographing railway tracks and equipment.

According to Maciej Kimet, spokesperson for the Lubuskie police, the man was identified as a Chinese national. 

His mobile phones were secured and will be examined as part of the investigation.

Investigators said they were still reviewing the contents of the devices and were waiting for a sworn interpreter before questioning him.

Authorities have not yet confirmed why the man was taking photographs and said they are considering all possible explanations.

Kimet said the matter is being treated seriously due to public safety concerns and the current international security environment. Prosecutors and other relevant services have been notified.

Police also encouraged members of the public to report any suspicious activity, saying that such reports will be checked carefully.

Poland has recently introduced stricter rules on photographing critical infrastructure. 

Since April 2025, taking photos or videos of sites marked as important for national security has been prohibited, with possible penalties including fines, arrest, or confiscation of equipment.

The country has also been carrying out a nationwide security operation known as “TOR,” which began in late 2025 after a suspected sabotage incident on the Warsaw–Lublin railway line. 

The operation includes joint patrols by police, the Railway Protection Guard, and Territorial Defense Forces at key railway stations, transport hubs, and infrastructure points.
