China has introduced a differentiated permanent residence policy for foreigners holding a doctoral degree. Among them, first-tier cities allow direct applications with no tax and salary requirements, while other cities still impose more stringent restrictive conditions.

1. Shanghai: The most relaxed doctoral green card policy in China

Shanghai is currently the most foreign-friendly city in China for all foreign doctors (including non-ethnic Chinese), and its policy features the following:

* Core advantage: Foreign nationals with a doctoral degree, who work in Shanghai, abide by Chinese laws, are in good health and have no criminal record, may directly apply for permanent residence in China without meeting the requirements for working years, salary income and tax payment.

* Application requirements:

1)Academic requirement: Hold a doctoral degree; overseas academic qualifications shall be certified by the Service Center for Chinese Scholarly Exchange of the Ministry of Education

2)Employment requirement: Hold a valid Foreigner's Work Permit and work-type residence permit, and the employment status shall be consistent with the contents of the permits

3)Age limit: No explicit age limit, generally required to be under 50 years old

2. Beijing: Direct application channel for foreigners with a doctoral degree

Beijing also allows foreigners with a doctoral degree to directly apply for permanent residence, but with certain restrictions:

* Application requirements:

1)Foreigners who hold a doctoral degree or above and work in Beijing with a work-type residence permit

2)No restrictions on working years, salary income and tax payment requirements

3)Must work in specific types of entities such as high and new technology enterprises and encouraged foreign-invested enterprises

Note: Although Beijing's policy allows direct applications, there are requirements for the type of employing entity in actual implementation.

3. Guangzhou and Shenzhen: Restrictive direct application policies

Guangzhou and Shenzhen have relatively strict policies for foreigners with a doctoral degree, which are mainly reflected in the requirements for working years。

*Guangzhou:

1)Foreign doctors shall work in Guangzhou and hold a work-type residence permit

2)Ethnic Chinese doctors and foreign doctors from developed countries may apply after working for 1 full year

3)Doctors with nationality of non-developed countries shall work for 2 full years and provide a labor contract of more than 2 years

4)No explicit tax and salary requirements

Supplementary definition (reference criteria for Guangzhou green card application): Developed countries are subject to the 2024 list recognized by the International Monetary Fund (IMF) (41 countries in total, with a per capita GDP generally ≥ 23,400 US dollars), mainly including most European countries, the United States, Canada, Japan, the Republic of Korea, Australia, New Zealand, etc.; all countries not included in the list are regarded as non-developed countries, for specific information, you may consult the exit and entry administration department of Guangzhou for confirmation.

*Shenzhen:

1)Academic requirement: Doctoral degree or above, subject to official certification

2)Employment requirement: Hold a valid Foreigner's Work Permit and work-type residence permit

3)Newly added requirement: Must sign a labor contract of at least 2 years with a Shenzhen enterprise

4)Postdoctoral researchers are not eligible for PR applications for the time being
