A 27-year-old Chinese woman was arrested as the holder of a puppet account involved in imitating the webpage of a local social welfare organization to deceive people into donating money to assist affected residents, local media reported on Tuesday citing the Hong Kong Police Force (HKPF). The deadly fire at the Wang Fuk Court residential compound has so far claimed 156 lives. 

Wan Chai Assistant District Commander Lam Kin-tat was quoted by Hong Kong RTHK as saying that the relevant webpage was removed immediately on the night of November 29, and the bank was contacted to suspend the operation of the account. So far, the police have not received any reports of citizens being defrauded by the fake webpage, and they do not rule out the possibility of more arrests.

Lam also said they strongly condemn the criminals for exploiting the compassion and solidarity of Hong Kong people during the city's most painful moment to carry out such despicable fraudulent acts. 

The police will continue to investigate and will not let these masterminds go unpunished. He pointed out that the internet is flooded with false information, including fraudsters imitating social welfare organizations, animal support groups, celebrities, and even simulating family members of firefighters who died in the line of duty to disseminate phishing messages and QR codes claiming to raise funds for the fire. 

Some fraudsters also pose as volunteers, using fake disaster victim registration forms to take advantage of the situation and steal personal information, bank details and credit card information from victims. Others falsely claim to purchase supplies for residents but actually engage in financial fraud, and some even impersonate disaster victims to deceive citizens, according to Lam. 

Lam urged citizens who wish to assist disaster victims to donate through official or reliable channels. The government has established an assistance fund to accept donations from individuals and organizations. He also reminded residents to verify with relevant organizations before making donations and to avoid clicking on links from unknown sources.

The Tai Po Wang Fuk Court Assistance Fund established by the government has so far received HK$2 billion in donations from the public, which, combined with the government's HK$300 million in initial funding, bringing the total to HK$2.3 billion, TVB reported on Wednesday.
