Important Notice : Do Not Use Illegal VPNs in China

Recently, the Cybersecurity Division of the Rongjiang New District Public Security Bureau issued a public reminder following a case involving a local resident, surnamed Zeng, who was caught using illegal VPN software to access foreign websites.

According to the report, Zeng used "circumvention tools" — often referred to as "wall-climbing" apps — to connect to overseas networks. Through these illegal connections, he browsed pornographic websites, accessed overseas news sources, and used foreign platforms like Telegram and Twitter, all of which are restricted under Chinese law.

After an investigation, authorities confirmed that Zeng had been using these VPN tools since 2021 on both his phone and laptop. 

As a result, he was summoned for questioning, issued an official warning, and fined according to national regulations.


What Does the Law Say?

Under the Provisional Regulations of the People's Republic of China on the Management of International Networking of Computer Information Networks, the law is very clear:

Article 6 states that all international network connections must go through officially approved channels managed by the Ministry of Posts and Telecommunications.

➤ Individuals or organisations are not permitted to establish or use other international connections without approval.

Article 14  adds that anyone who violates these provisions can be:

  • Ordered to stop their internet connection,

  • Given an official warning, and

  • Fined up to 15,000 RMB. If illegal profits are involved, they can also be confiscated.



What This Means for You

Even if you think using a VPN is harmless — for example, to read foreign news, access online tools, or simply browse the internet — it still counts as "wall-climbing" and is therefore illegal under Chinese regulations.

Authorities have increased their monitoring of VPN use, and individuals caught may face warnings, fines, or even more serious legal consequences depending on the circumstances.
