Foreigners Eating with Hands on the Metro? Metro Responds: Equal Rules for All

Everyone knows that eating is not allowed on the Shenzhen Metro.


But recently, a video showing foreign nationals eating hand-grabbed rice on the metro sparked heated debate online.

On October 27, Xiangyang Video contacted Shenzhen Metro to clarify the situation. According to Article 33, Clause 12 of the Shenzhen Urban Rail Transit Operation Management Measures, eating and drinking are strictly prohibited within paid zones of metro stations and inside trains—except for baby food. The metro operator confirmed that they had registered the incident involving the foreigner and would follow up.


Shenzhen Metro later provided an official response: all passengers are treated equally with no exceptions. During routine patrols on the day of the incident, security personnel did not observe the violation firsthand. It's possible that the individual began eating only after the patrol moved to another carriage. Nonetheless, the metro authority has promised to strengthen management and staff training. The matter has been addressed, and a formal announcement will be made.


What Are the Rules for Metro Travel?


Aside from the food ban, Shenzhen Metro has clear regulations for passenger behavior:


According to Article 33 of the Shenzhen Urban Rail Transit Operation Management Measures, the following actions are prohibited within metro facilities:


Clause 12: Eating or drinking in paid zones or on trains (excluding babies and medically necessary cases).


Clause 13: Smoking, lighting open flames, spitting, public urination/defecation, chewing gum irresponsibly, and littering.


Violators may face correction orders from supervisory departments and fines of up to 500 yuan.


Civilized travel in the metro is everyone's responsibility—regardless of nationality.
