On September 12, Beijing released the Beijing Catalogue of International Professional Qualification Recognition (2025 Edition). 

The catalogue expands the number of recognized international professional qualifications from 149 to 163, with a focus on key sectors such as information technology, scientific services, and finance. The update aims to provide more precise guidance for employers seeking global professional talent. The policy takes effect immediately.

1. Tailored Facilitation Services for Qualified Professionals

(1) Holders of qualifications listed in the "International Professional Qualification List"

Professionals holding recognized international qualifications who establish employment relationships with Beijing-based organizations are eligible for various benefits:

  • Chinese nationals may apply for a Beijing Work-Residence Permit.

  • Certain qualifications may correspond to intermediate professional titles and serve as a condition for applying for senior titles. Employers may appoint qualified individuals to professional posts according to staffing needs.

  • Some qualifications may be converted into corresponding vocational skill certificates, granting equal access to local training and support policies.

  • Foreign professionals may apply for multiple-entry visas or residence permits valid for up to five years, and qualified individuals may access fast-track permanent residence channels.

  • Work permit applications for foreign professionals are exempt from restrictions on academic degree and work experience. Age limits may be extended to 65, and up to 70 for key industries. Qualified top-level talent (Category A) may obtain permits valid for up to five years.

  • Overseas work experience is recognized as equivalent to domestic experience.

  • Municipal departments, enterprises, and institutions are encouraged to support these professionals in areas such as innovation, training, children's education, social security, and incentive mechanisms.

(2) Holders of qualifications listed in the "Urgently Needed International Professional Qualification List"

In addition to the above, these professionals may receive further support:

  • Recognition at the associate senior title level, with eligibility to apply for full senior titles. Employers may appoint them to high-level technical posts.

  • Outstanding Chinese professionals recommended by employers may apply for Beijing's talent introduction program.

  • Exceptional contributors may directly obtain senior titles under Beijing's special recognition mechanisms. Public institutions may make out-of-quota appointments.

  • Chinese nationals may benefit from streamlined Hong Kong and Macao talent visa policies. Foreign professionals may obtain talent visa confirmation letters, and both they and their families may access visa and permanent residence services for high-level talent.

  • Eligible professionals may be included in Beijing's high-level talent service system and considered in major talent project evaluations.

  • Qualified candidates are supported in applying for Beijing's science and technology project grants.

(3) Holders of qualifications listed in the "Outbound Certification List"

Professionals in this category may enjoy similar benefits, including recognition of professional titles, issuance of skill certificates, passport and visa facilitation for Chinese nationals, and multiple-entry visa or residence permit services for foreign professionals.

2. Expanding Mutual Recognition Channels

Beijing will promote mutual recognition between listed international qualifications and domestic professional titles through direct recognition, course exemptions, and reduced examination requirements.

3. Supporting Industry-Specific Policy Development

Professionals with overseas qualifications in finance, accounting, medicine, and teaching may practice within Beijing in accordance with industry-specific regulations issued by competent authorities.

4. Enhancing the Beijing-Tianjin-Hebei Certificate Verification Platform

To improve the talent service environment, Beijing will upgrade the regional verification platform for international certificates, ensuring cross-regional professional mobility:

  • Enhanced functionality will shorten verification timelines and ensure authenticity of listed qualifications.

  • Verification results can substitute for notarization when applying for work permits, residence permits, talent introduction, and other administrative services.

  • Recognized professionals may work across Beijing, Tianjin, and Hebei without repeated qualification confirmation, enjoying consistent policy benefits.

5. Establishing a Dynamic Selection and Exit Mechanism

Beijing will refine standards for selecting, updating, and removing qualifications from the catalogue. Continuous monitoring will track certificate issuance, skill standards, and professionals' contributions in innovation and entrepreneurship. Qualifications failing to meet requirements will be removed from the catalogue.
