Police Involved, Staff Reacts as Foreigner Confronts Smokers

A video showing a foreign man confronting smokers in a Shanghai restaurant has gone viral on Chinese social media, sparking widespread discussion about public smoking and enforcement of local regulations.

In the video, the man is seen pointing to a "No Smoking" sign inside the restaurant and asking several individuals to stop smoking indoors. Despite the warning, one smoker remains in place. Another individual, seemingly upset about being filmed, repeatedly demands the man to "turn off your camera" and proceeds to push the device.

According to online sources, the foreign man has gained attention previously for posting videos of himself discouraging smoking in public places. Local media have also reported on similar incidents involving the same individual, using the opportunity to highlight Shanghai's smoking regulations.

Under the Shanghai Public Places Smoking Control Regulation, smoking — including electronic cigarettes — is strictly prohibited in indoor public spaces, indoor workplaces, and on public transportation. The law allows any individual to request that a smoker stop, and obligates venue operators to discourage such behavior. Members of the public may also report non-compliant venues to local authorities.

On August 1, reporters contacted the restaurant where the incident occurred. Staff confirmed the recent altercation and reiterated that smoking is not permitted indoors under local laws. "When we noticed guests smoking, we reminded them as well. The foreign man was also asking others not to smoke indoors. They exchanged a few words in English, then started arguing. We didn't understand what they were saying," a staff member said. "There was some minor physical contact, and other customers tried to intervene. The situation became heated, and police got involved. In a follow-up video posted online, the foreign man stated that the case has been officially filed by the authorities and showed documentation from the Minhang District Police Bureau confirming the administrative case.

Reporters have reached out to Minhang police for further information but have yet to receive a response.
