In a move to bolster aviation safety, China's Civil Aviation Administration of China (CAAC) has imposed an emergency ban on power banks without valid China Compulsory Certification (3C), those with unclear certification labels, or those subject to product recalls from being carried on domestic flights starting from Saturday. This decision follows a series of incidents involving fires and smoke caused by lithium battery products, including power banks, on aircraft this year. The ban is part of efforts to enhance aviation safety and aligns with international standards set by the Technical Instructions for the Safe Transport of Dangerous Goods by Air.
The ban has caught many travelers off guard, with some arriving at airports only to discover they could not bring their power banks on flights. The CAAC will enforce enhanced inspection protocols at domestic airports, requiring security personnel to check power banks thoroughly at security checkpoints and check-in counters. Non-compliant devices will either be confiscated or may be voluntarily surrendered at designated disposal or temporary storage areas established for passenger convenience.
Several major domestic power bank manufacturers have issued large-scale recalls due to safety risks associated with battery cells prone to overheating and combustion. The State Administration for Market Regulation has also revoked or suspended 3C certifications for several power bank and battery cell manufacturers due to similar safety concerns.
Airports are instructed to ramp up safety awareness campaigns by using broadcasts, digital screens, and prominent signage to educate travelers about the dangers of uncertified or recalled power banks. Airlines and airport staff will receive dedicated training to handle passenger inquiries and respond effectively to emergencies involving lithium battery products.
This ban currently applies only to domestic flights on the Chinese mainland. Passengers traveling internationally are exempt for now but must comply with the rules when transferring to domestic flights. The China Compulsory Certification (3C) mark is crucial for power banks to be allowed on flights.
Travelers are advised to ensure that their power banks bear a clear 3C mark—typically represented as a "CCC" within a hexagon—and avoid older models purchased prior to the certification requirement that took effect in August 2024.
