The Dalian Public Security Bureau in Liaoning Province reported today that a suspect has been apprehended in connection with a criminal case that resulted in the deaths of two individuals.

Police Investigation

According to the police statement, the incident occurred on May 23 in the Daliujia subdistrict of Pulandian District. The suspect, Yuan Mougong (male, 42, Chinese national, long-term resident of Japan), was arrested on May 24 after an intensive investigation. Authorities have since determined that the two victims were Japanese nationals temporarily visiting China and had been business associates of the suspect in Japan. The crime reportedly stemmed from commercial disputes between the parties.

Yuan has been criminally detained and will face prosecution following further investigation. Meanwhile, Dalian authorities have notified the victims' families—who traveled to China—of the case details. The families reportedly raised no objections and were assisted in completing funeral arrangements, including cremation. They returned to Japan on June 1.

China FM's Official Response

At a regular press conference on June 3, Chinese Foreign Ministry spokesperson Lin Jian responded to an NHK reporter's question regarding the suspect's nationality, confirming that Yuan is a Chinese citizen and reiterating that the case remains under investigation.

Kyodo News: It was reported that the public security department of China's Liaoning Province notified the Japanese Consulate General in Shenyang that two Japanese nationals had been killed in Dalian and a suspect of Chinese nationality had been arrested. Can you share more details?

Lin Jian: On May 23, public security authorities in Dalian received a report on a criminal case involving two deaths. Preliminary investigation shows that the victims were Japanese nationals who were business partners of the suspect, and that the case was caused by a dispute in their business cooperation. The case is undergoing further investigation. Chinese authorities will handle the case in accordance with the law.

Japanese Media Reports

Kyodo news agency quoted a Japanese government source who said the deaths were caused by "a grudge over business" and said they were "not politically motivated or triggered by anti-Japan sentiment".

The Japanese consulate in Shenyang, the capital of Liaoning, did not respond to a request for comment.

In October, the number of Japanese residents in China hit a 20-year low at 97,538, according to the Japanese Ministry of Foreign Affairs.

But China remains home to the third largest overseas Japanese community, behind the United States and Australia, according to a Nikkei report in February.
