City Issues First ‘Five-Star Card’ to Resident After 10+ Years

An Indian national living in China has become the first in Xianning to receive the new "Five-Star Card," easing long-term work and residency.

In a milestone moment at the Exit-Entry Administration Service Hall in Xianning, Hubei Province, an Indian national named Kameshwaran—who has lived and worked in China for many years—received the city's very first "Five-Star Card" along with a package of immigration service benefits. The card was issued by the Xianning Public Security Bureau.

Kameshwaran, who holds an MBA and has over a decade of professional experience in China, previously worked as a senior quality control engineer at several companies across the country. During his time in China, he met and married Ms. Gao, a Xianning native, in May 2016.

"I have fallen deeply in love with China over the years and plan to continue living and working here long-term," he said. Last year, he applied for permanent residency in Xianning.

Before receiving the "Five-Star Card," Kameshwaran held a one-year work-based residence permit for foreigners, which required annual renewal—posing repeated bureaucratic hurdles.

"With the Five-Star Card, I no longer need to apply for a visa every year. I can legally work in China without the hassle of renewals," he explained. "My wife is from Xianning, my child is a Chinese national, and I've already come to see China as my second home. Now, I can use the card to buy train, bus, and plane tickets—something that used to be inconvenient when I had to rely solely on my passport. This will make daily life much easier and help me integrate more smoothly into Chinese society."

The "Five-Star Card" represents a new step in local-level efforts to improve services for foreign residents in China and enhance their quality of life.
