Optimized Procedures for Integrated Services
In February 2024, the Xiamen Municipal Human Resources and Social Security Bureau, in collaboration with the Municipal Public Security Bureau, extended the foreign work permit service to the exit-entry administration service windows. This "one-window processing" model allows employers to handle both the Foreigner's Work Permit and the corresponding work-type residence permit at a single location, ensuring a seamless, one-stop approval process.
Accelerated Processing Time
The work permit application process for foreigners consists of two stages: preliminary review and formal acceptance.
The time required for the preliminary review—typically needed when application materials contain errors and must be corrected—has been shortened from 5 working days to just 2.
For the formal acceptance stage, Category C permits have consistently been processed on the spot over the past five years. As of February 2024, Category A and B permits are also now issued on the spot, down from the previous statutory period of 20 working days.
Simplified Service Procedures
Professional service teams have been established, extending service windows directly to industrial parks and the neighborhoods where foreign talents reside.
Four dedicated "Foreign Talent Service Stations" have been set up in technology parks, international communities, and hospitals frequented by foreign professionals. These stations integrate services including talent evaluation, work permits, and residence permits, all completed in one visit.
Since the platform's launch, over 900 foreign professionals and their family members have successfully processed work and residence permits. Applicants only need to submit a valid residence permit or visa within China to obtain a work permit—eliminating the need to leave the country for a work visa before re-entering.
