Harbin's Songbei District has introduced stricter rules for admitting foreign students.
The Education Bureau of Songbei District, Harbin, Heilongjiang Province, has released a policy explanation regarding the enrollment of foreign students and other special groups, aiming to strengthen the management of admissions for non-Chinese nationals.
Strict Management for Foreign Student Admissions
According to the district's policy, only schools that have obtained official approval and registration to admit foreign students are permitted to enroll them. This measure aligns with national and provincial regulations to ensure standardized and compliant admission procedures.
Currently, the following compulsory education schools in Songbei District are authorized to admit foreign students:
Harbin New District Normal University Affiliated Primary School
Harbin Experimental School (Primary and Junior High Divisions)
Harbin New District Huayuan Primary School
Harbin New District No.1 School (Junior High Division)
Harbin Meijia Foreign Language School (Primary and Junior High Divisions)
Harbin Chinese Language School (Primary and Junior High Divisions)
Harbin Wanbang School (Primary and Junior High Divisions)
Authorities emphasized that all designated schools must strictly verify the qualifications of foreign applicants. Enrollment must comply with the Administrative Measures for the Enrollment and Cultivation of International Students by Schools, jointly issued by the Ministry of Education, the Ministry of Foreign Affairs, and the Ministry of Public Security, as well as the Provisional Regulations of Heilongjiang Province on the Enrollment and Cultivation of International Students in Primary and Secondary Schools.
