Foreign nationals are now eligible for government trade-in subsidies on consumer goods in Fujian Province, according to an announcement from the Fujian Provincial Department of Commerce.
The initiative allows qualified individuals to participate in a wide-ranging program that supports the replacement of old consumer products with new ones, across five categories: vehicle scrappage and replacement, vehicle trade-in, home appliances and digital devices, home renovation and kitchen/bathroom upgrades, and electric bicycles. Subsidies can reach up to 20,000 yuan per transaction.
Eligibility Requirements
Applicants must meet the following criteria:
Hold a valid travel document: Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents, Chinese passport (for overseas Chinese residing in Fujian), or Foreign Permanent Resident ID Card.
Possess a Chinese mainland mobile number (11 digits).
Hold a UnionPay bank card beginning with "62".
Vehicle Replacement and Trade-In
For vehicle scrappage, those who retire eligible old vehicles and purchase a new energy vehicle can receive a subsidy of 20,000 yuan. If a fuel-powered vehicle is purchased instead, the subsidy is 15,000 yuan.
For vehicle trade-ins, subsidies are tiered based on the price of the new vehicle. New energy vehicles receive an additional 2,000 yuan in each tier compared to fuel-powered vehicles, with a maximum subsidy of 15,000 yuan.
Applicants must complete both the new vehicle purchase and the old vehicle transfer (or scrappage) before submitting the required documents through designated application channels to receive the subsidy.
Home Appliances, Electronics, and Renovation
The home appliance and electronics subsidies cover 12 standard categories including refrigerators, washing machines, and TVs, and 21 additional categories designated by Fujian Province, such as steam ovens, induction cookers, and food processors. Each consumer may claim a subsidy for one unit per product category (up to three air conditioners), with a maximum of 2,000 yuan per unit.
Digital product subsidies apply to smartphones, tablets, and smartwatches or fitness bands. Each consumer may receive up to 500 yuan per item, with a sales price limit of 6,000 yuan per item.
For home renovation and kitchen/bathroom products, the subsidy covers three main categories: building materials, sanitary ware, and furniture/lighting. A maximum of 2,000 yuan per purchase can be reimbursed, with a total cap of 10,000 yuan per consumer. Smart home items are also eligible, with one subsidy of up to 2,000 yuan available per product type.
Subsidies in these categories can be redeemed via the "Cloud QuickPass" (云闪付) app. Once qualified, the discount is applied directly at participating physical stores.
Notably, except for in-store pickup purchases, all delivery addresses must be within Fujian Province, in line with national policy guidelines.
Electric Bicycle Trade-In
Consumers who scrap an old electric bicycle and purchase a qualifying new one can receive a subsidy of 500 yuan. An additional 200 yuan is available for replacing a lithium battery e-bike with a lead-acid model. Each person is entitled to one subsidy under this category.
Currently, subsidy applications are processed manually. Applicants are advised to consult their local municipal commerce departments for details.
Fujian is following in the footsteps of Guangdong and Jiangsu, which previously rolled out similar trade-in subsidy programs for foreign residents.
