  Claims of strict dog-walking curfews in Zhengzhou have gone viral online—are they true?

 Recently, social media users raised concerns over alleged new restrictions on dog walking hours in Zhengzhou, claiming that from April 15, pet owners would be prohibited from walking their dogs after 9:30 p.m. or before 7:30 a.m. These claims sparked heated discussions online. Is it true?

In response, the Zhengzhou Urban Management Bureau issued an official statement to clarify the situation.

On April 15, the bureau released a public notice titled "Announcement on Strengthening Dog Management and Regulating Dog Ownership Behavior in Zhengzhou." The announcement outlines a comprehensive campaign running from April 15 to May 15, 2025, aimed at promoting responsible pet ownership, ensuring public safety, and preventing the spread of disease during the spring breeding season.

Key Points from the Announcement:

1.Mandatory Registration:

All dogs must be registered with a valid dog license. Unregistered pet owners are required to complete registration by April 30, or face legal penalties.

2.Banned Breeds:

Dogs listed in the Henan Province Prohibited Dog Breeds in Residential Communities are not allowed in urban areas. Additionally, keeping dogs in public areas is strictly prohibited.

3.Leashing and Cleanliness Rules:

Dogs must be walked by a person with full civil capacity and kept on a leash no longer than 1.5 meters or placed in a crate. Muzzles are also required. Owners must carry cleaning supplies and immediately pick up pet waste. Dog defecation is not allowed in residential areas, parks, squares, roads, or green belts.

4.Restricted Areas:

Except for service dogs (e.g. guide dogs, assistance dogs), pets are not allowed on public transportation or in crowded public venues such as government offices, hospitals, schools, shopping streets, parks, theaters, and amusement parks.

5.Social Etiquette:

Dog owners must uphold public civility—giving way to the elderly, disabled, children, and pregnant women; choosing appropriate times and places for walking; avoiding disruption to neighbors; and training pets not to bark excessively.

6.Vaccinations and Health Checks:

Dogs should receive regular rabies and other vaccinations. Owners must also schedule regular health checkups to prevent zoonotic diseases. If a dog bites someone or causes property damage, the owner will be held fully responsible.

7.Stray and Illegal Dogs:

Aggressive breeds, large dogs, strays, and unlicensed dogs will be captured and taken into custody. Dogs found unleashed in public spaces will be penalized in accordance with city regulations.

8.No Abuse or Abandonment:

It is strictly forbidden to abuse or abandon dogs, or to discard or bury their bodies in an improper manner.

Violations of these rules will be jointly handled by the public security bureau and relevant departments, in accordance with the Civil Code of the People's Republic of China, the Public Security Administration Punishment Law, and the Zhengzhou Urban Dog Ownership Management Regulations.

The authorities also clarified that rumors of outright bans on morning or evening dog walking are false and not in line with existing regulations. Citizens are urged not to spread misinformation and are encouraged to support and monitor responsible pet ownership practices throughout the city.
