CHN's Enhanced Departure Tax Refund Policy For Foreign Visitors

On April 27, 2025, China's Ministry of Commerce and five other departments announced a series of optimized departure tax refund policy measures.   These aim to attract more overseas tourists, boost domestic consumption, and enhance China's competitiveness in the global tourism market.

The policy adjustments include lowering the tax refund threshold from a higher amount to 200 yuan, allowing more small-scale purchases to be eligible for refunds.   Refund methods have also been diversified, now covering mobile payments, bank cards, and cash, with the cash refund limit raised from 10,000 yuan to 20,000 yuan.   Furthermore, the number of departure tax refund stores will be increased, and they will be widely located in main shopping areas, tourist attractions, airports, ports, etc.   These stores are also encouraged to operate a variety of goods, such as traditional Chinese medicines, intangible cultural heritage products, and other characteristic items.




According to the National Bureau of Statistics, China's inbound tourist spending exceeded 94.2 billion U.S. dollars in 2024, a year-on-year increase of 77.8%.   In the first quarter of 2025, inbound tourist numbers reached 9.215 million, up 40.2% year-on-year.   The implementation of the new policy is expected to further stimulate inbound tourism consumption.
