China to Pilot Major Reforms in Healthcare Sector, Opening Doors for Foreign Professionals

On April 21, the State Council Information Office held a press conference to introduce the "Work Plan for Accelerating the Comprehensive Pilot Program for Expanding the Opening Up of the Service Industry" (referred to as the "Work Plan"). The plan outlines 155 key pilot tasks across various sectors, including healthcare, finance, and more.

A major highlight of this plan is its push towards opening up key sectors, with the healthcare industry standing out as one of the key areas of focus. 


Among the new initiatives, one particularly significant change is the support for foreign doctors to establish clinics in China


Other key reforms in the medical sector include allowing foreign medical professionals to practice temporarilypromoting the establishment of foreign-funded nursing colleges, and enabling donations to fund non-profit healthcare institutions and senior care facilities. Additionally, the development of specialized databases for patents related to gene and cell therapies will be supported, and the government is exploring new models for inspecting the importation of rare disease medicines.


During the press conference, a reporter inquired about the new initiatives in healthcare under the expanded service sector opening. Jiao Yahui, Director of the Medical Administration Department at the National Health Commission, emphasized that this new pilot plan builds upon previous initiatives such as foreign-invested medical institutions. She reiterated the government's firm and steady commitment to advancing the opening-up of the medical field. Moving forward, health departments in pilot regions will be tasked with ensuring the successful implementation of these reforms.


Key Areas of Focus for Healthcare Sector Opening:


High-Level Openness: The aim is to introduce high-quality medical resources. This will not only enhance local healthcare services but also meet the diversified and personalized healthcare needs of both local residents and foreign nationals in China. The plan seeks to complement the existing basic healthcare offerings by diversifying the available services.


Policy Synergy: The plan will also encourage the development of commercial health insurance to support the growth of foreign-funded medical institutions. Moreover, the creation of a Chinese version of international hospital accreditation standards will be promoted, enabling foreign medical institutions to align with global health insurance frameworks.


Continuous Evaluation: As part of the pilot program, pilot cities will be guided to continuously assess and refine the implementation of these initiatives. 


The opening-up of the medical field to foreign doctors and institutions signals a new era of healthcare collaboration in China. As the sector gradually integrates more international expertise, the diversity of medical services is expected to increase, benefiting both domestic and foreign residents in the country.
