New Policy on Power Banks on Flight Starting April 7



The Hong Kong Civil Aviation Department (CAD) has announced that, beginning April 7, passengers will no longer be permitted to use power banks during flights. The move comes amid growing safety concerns linked to incidents involving lithium battery-powered external chargers.

According to a press release from the Hong Kong Special Administrative Region Government, the CAD is taking proactive steps to tighten safety regulations after a series of suspected battery-related onboard incidents. Following an industry-wide reminder last month to enforce strict compliance with cabin baggage rules, the CAD met with representatives from local airlines on March 21 and issued a new directive on March 24.


Under the updated guidelines, all local airlines must adhere to both International Civil Aviation Organization (ICAO) standards and the CAD's enhanced regulations. From April 7 onward, the following rules will apply:


  • Passengers must not use power banks to charge any portable electronic devices during flights.

  • Passengers must not charge power banks themselves during the flight.

  • Power banks must not be stored in overhead compartments.


The CAD advises passengers to check with their respective airlines for the latest guidelines prior to boarding.
