To provide greater convenience for foreign business visitors traveling to Fujian for business activities, a special visa facilitation program will be introduced for eligible applicants.

The details are as follows:

I. Who can benefit

The foreign business visitors in this Notice primarily refer to foreign nationals who need to frequently travel to Fujian for business activities and have made positive contributions to Fujian's international business cooperation, as well as their spouses and children. Inviting organizations include state-owned, private and foreign-invested enterprises.

II. What is it about

Eligible foreign business visitors may apply to the Chinese embassy or a consulate in their location for a five-year multiple-entry M visa or an equivalent visa type with a 180-day stay, upon receiving a Special Visa Invitation Letter issued by Fujian Provincial Foreign Affairs Office.

III. How to apply

1. The inviting enterprises shall identify the needs of eligible foreign business personnel for the special visa facilitation, and submit the applications to their local foreign affairs offices, Fujian Provincial Department of Commerce, or Fujian Provincial Foreign Affairs Office. In principle, the foreign affairs offices of prefectural cities and the Foreign and Overseas Chinese Affairs Office of Pingtan Comprehensive Pilot Zone shall handle the applications from enterprises within their respective jurisdictions. Fujian Provincial Department of Commerce shall handle the applications from enterprises registered with Fujian Provincial Administration for Market Regulation. Fujian Provincial Foreign Affairs Office shall handle the applications from centrally-managed enterprises in Fujian and provincial state-owned enterprises.

2. Local foreign affairs offices at the inviting enterprises' location or Fujian Provincial Department of Commerce are responsible for reviewing their qualifications before forwarding the applications to Fujian Provincial Foreign Affairs Office, which will subsequently issue a Special Visa Invitation Letter.

3. The foreign business visitors may apply for a visa at the Chinese embassy or a consulate in their location with the Special Visa Invitation Letter.

IV. Things to note

1. An inviting organization shall only apply for this Invitation Letter for the foreign business personnel that it invites, and shall not arbitrarily expand the scope or file the applications for those coming to China for non-business purposes.

2. If a foreign business visitor benefiting from this visa facilitation engages in activities in violation of laws and regulations after arrival, Fujian Provincial Foreign Affairs Office shall revoke the application qualifications of relevant enterprises.
