 Ningbo has launched a service guide for foreign nationals' Join in Card.

  On February 23, Ningbo City in Zhejiang Province released a service guide for the "Join in Card" for foreign nationals. This card provides a range of services, including access to public services, healthcare, transportation, and financial benefits.

1.Eligibility and Required Materials

(1)Eligibility

  Foreign nationals who have obtained the "Administrative License Decision for Foreign Experts" from the Ningbo Municipal Bureau of Foreign Experts.

(2)Required Documents

  Original valid passport.

2.Physical Join in Card Application Process

(1)Service Window

  Ningbo Municipal Government Service Center, 1st Floor, Construction Bank Window, 1901 Ningchuan Road, Yinzhou District.

(2)Application Process

①　Verify materials.

②　Collect the physical card.

③　Activate the financial account (provide proof of having resided in China for more than 183 days or a taxpayer identification number).

3.For Holders of Foreign Work Permits Card Replacement Guide

(1)When the work permit is renewed or information changes, the original foreign work permit will no longer be issued.

(2)For those who need to replace the card before the work permit expires, simply bring your valid passport to the Government Service Center at the Construction Bank window (if a new photo is needed, please also submit a color passport-sized photo).

①　Services include social security queries, housing fund withdrawals, and talent housing subsidies (for those who have contributed and paid into the system).

②　Identity Authentication: The Join in Card can replace the foreign work permit as proof of legal employment.

(2)Daily Life Services "One Card for All"

①　Healthcare: Direct settlement for outpatient services in the Yangtze River Delta region and cross-province reimbursement for hospital costs nationwide.

②　Access to medical insurance institutions across Ningbo (including pharmacies) for card-based medication purchases.

③　Cultural and Leisure: Free access to books at 64 public libraries across the city (up to 10 books per transaction).

④　Access to 81 scenic spots/museums (including Tianyi Pavilion and Baoguo Temple) with a valid ticket (tickets must be purchased in advance).

⑤　Discounts: Special discounts at 988 partner merchants across the city (restaurants, supermarkets, hotels), including promotions like discounts on specified merchants and 20% off on selected items.

(3)Transportation "Nationwide Connectivity"

①　Local: 40% discount on Ningbo buses and 5% discount on the metro.

②　Nationwide: Cardholders can use the card on buses and metro systems in 336 cities, including Beijing, Shanghai, Guangzhou, and Shenzhen (based on local fare policies).

(4)Financial Payments "Secure and Convenient"

①　Supports UnionPay cross-border payments, RMB deposits/withdrawals, and cross-border remittances (requires activation of a Construction Bank financial account).

②　Government subsidies (such as talent allowances, healthcare reimbursements) are directly credited to the card account.

(Note: Social security and housing fund services are available only to cardholders who are enrolled and eligible for these benefits, based on their individual circumstances.)
