Meet 8 Criteria, Qualify for Five-Star Card Application

  On December 5, Beijing released the "Notice on Carrying Out the Application for Points Assessment for Foreign Talents in Zhongguancun to Apply for Permanent Residence in China in 2024."

• Eligibility Requirements

  The notice targets two groups: foreign members of Zhongguancun entrepreneurial teams and foreign technical talents recruited by Zhongguancun enterprises.

1.Foreign Members of Zhongguancun Entrepreneurial Teams

  To qualify as a Zhongguancun entrepreneurial team, the enterprise must meet the following conditions:

(1)Registered in Zhongguancun.

(2)Engaged in strategic emerging industries and modern service industries, which are key areas of development for Zhongguancun.

  To qualify as a foreign member of such a team, individuals must meet one of the following conditions:

(1)Holding a position of director or above in the enterprise.

(2)Owning 5% or more of the enterprise's shares.

2.Foreign Technical Talents Recruited by Zhongguancun Enterprises

  Zhongguancun enterprises refer to high-tech enterprises in Zhongguancun that are included in the Zhongguancun statistical scope. Foreign technical talents recruited by these enterprises must meet one of the following conditions:

(1)Holding a position of director or above in the enterprise.

(2)Serving as the leader of a special technical research and development team.

  Note: Non-technical talents should apply as foreign members of Zhongguancun entrepreneurial teams, while technical talents should apply as foreign technical talents recruited by Zhongguancun enterprises.
