City Implements Cross-Region Work Permit Recognition Measures

  According to Haikou Daily on August 2, Haikou City has been approved to implement a new measure for the unilateral recognition of foreign talent work permits. 

  This initiative supports the free movement of foreign talent between Hainan Free Trade Port and regions with established cooperation mechanisms with Hainan. Under the new pilot program, foreign professionals (AB category) recognized by foreign work management departments in Hainan province and cooperation regions such as Shanghai, Beijing, Guangdong, Shenzhen, Sichuan, and Hunan can transfer to new employers in Haikou without leaving the country. If these professionals terminate their contracts with their previous employers but retain valid work or residence permits, or if their permits have been converted to another type of stay visa within one month, they can apply for a new work permit in Haikou. When submitting their online application, they only need to upload the application form, labor contract, work permit cancellation proof, and valid work residence permit or visa, provided their job position remains unchanged.
