31-year-old WeChat user, Mr. Zhang, quickly regretted his misplaced comment in a group thread, which led the Changqing District police in Shandong provinces Jinan city to come knocking on suspicion of promoting terrorism.
After changing his WeChat profile picture to one of Bin Laden, another user in the same group made a comment about it, to which Mr. Zhang replied with:
After a thorough investigation and search of data in his phone and personal computer, officers confirmed that no further information linking Mr. Zhang to terrorist groups had been found other than his inappropriate WeChat message.
Despite his unawareness of how unlawful his comment was, Mr. Zhang was fined RMB 1,000 and sentenced to 9 months in prison.
This verdict was based on Article 120.3 of the Peoples Republic of Chinas criminal law, which stipulates that anyone promoting terrorism or extremism through the production and distribution of books, audio, video, or any other content will be sentenced to a fixed-term imprisonment of no more than 5 years and will be subject to a fine.
