So heres what happened.
One morning in Liupanshui, Guizhou province, a man was under interrogation at the Zhong Shan Public Security Bureau Chuan Xin police station when the handcuffs suddenly malfunctioned. Police officers tried a variety of tricks to unlock them, but they wouldnt budge.
So, in complete desperation, officers called 119 for help.
