Residents in several Chinese communities have complained about smoking, card games and even public urination in shared areas of their apartment buildings.
What Residents Are Complaining About
The complaints cover cigarette smoke drifting through stairwells, groups playing cards in building halls, people occupying passageways and residents urinating in public areas.
In one Chengdu community, older residents gathered to play cards in a ground-floor hall. Residents complained about blocked passageways, urine stains and strong smells near a safety passage.

Why Is It So Difficult to Solve?
Some local responses linked the problem to a shortage of suitable activity spaces for older residents. Communities have tried moving tables, increasing cleaning and patrols, and speaking directly with the groups.
In one Shenyang case, a resident said repeated requests and property-management intervention had failed because a neighbour continued smoking in the stairwell. Local officials said stairways are fire-escape routes and advised the resident to seek legal remedies after mediation broke down.
