The excitement was palpable at the Minsheng Road Exit-Entry Reception Hall of the Shanghai Municipal Public Security Bureau, where the application process for this historic document went incredibly smoothly. Now, it might look like a simple piece of paper, but this specific permit actually represents a major breakthrough in institutional innovation by the national immigration authorities.
Because a "destination-nowhere cruise" operates under a very unique setup—it doesn't dock at any foreign ports and simply travels out to the high seas and back—the Shanghai public security exit-entry management department received special approval from the National Immigration Administration to pioneer a brand-new, convenient policy.
Instead of needing a regular passport, travelers can now apply for this specialized exit-entry permit using just their Chinese ID cards. This single move slashes the barrier to entry for a cruise vacation, stripping away the hassle of visa preparations and overseas travel planning, making a spontaneous maritime micro-vacation a practical reality.

"As a single-use exit-entry document valid for one trip, the Exit-Entry Permit will be specially endorsed with 'destination-nowhere cruise,'" explained Ye Jun, captain of the First Document Management Brigade of the Shanghai Municipal Public Security Bureau's Exit-Entry Management General Station. For future travelers, Ye Jun offered a helpful tip: "Passengers for the 'destination-nowhere cruise' who do not hold a valid passport can apply for the Exit-Entry Permit at the Minsheng Road Exit-Entry Reception Hall using only their ID cards. For those with tight schedules before departure, we will open a green channel for expedited processing."
With the first permit officially out in the world, the Adora Magic City is fully prepared and waiting. The ship is scheduled to set sail on June 6, 2026, from the Shanghai Wusongkou International Cruise Port for a three-day, two-night cruise on the high seas. This journey truly returns to the very essence of cruising, treating the ship itself as the ultimate destination.
