China Officially Bans Non-CCC Certified & Recalled Power Banks on Domestic Flights

According to a June 26 report by China Civil Aviation News, the Civil Aviation Administration of China (CAAC) has issued an urgent notice aimed at enhancing flight safety. 


Effective June 28, passengers will be prohibited from carrying power banks on domestic flights if they lack the CCC (China Compulsory Certification) mark, have an unclear CCC mark, or belong to recalled models or batches.

The move comes in response to a rising number of incidents in 2024 involving power banks and other lithium battery products catching fire or emitting smoke onboard. Multiple leading brands have issued product recalls due to safety risks associated with battery cells, and the State Administration for Market Regulation has revoked or suspended CCC certifications for several manufacturers.

To mitigate escalating risks to aviation safety, the CAAC is tightening current regulations in line with international air transport safety standards for dangerous goods. The notice urges airlines and relevant aviation entities to enhance organizational coordination, raise public awareness, enforce strict inspections, improve passenger services, and strengthen emergency preparedness.


Airlines and their agents are directed to launch awareness campaigns highlighting the dangers of substandard power banks and the updated regulations. Airports are also instructed to use broadcast systems and digital signage at check-in counters and security checkpoints to inform passengers about these risks.


Security inspection departments at airports must rigorously check all carried power banks, ensuring none that are uncertified or recalled are brought on board. Airlines and airports are also advised to deploy additional staff at security checkpoints to assist passengers, and to set up areas for voluntary disposal or temporary storage of power banks, making procedures clear and accessible.


Airports are further encouraged to upgrade and maintain in-terminal charging facilities, referencing the Construction Guidelines for Passenger Electronic Device Charging Facilities in Terminals, to better serve travelers' power needs during arrivals and departures.


Moreover, the CAAC mandates enhanced training for passenger service personnel to ensure they fully understand power bank safety risks and policies, enabling them to respond effectively to passenger inquiries. Organizations must also improve emergency response protocols for lithium battery fires or smoke incidents to ensure quick, coordinated, and effective action.


As per regulations from the State Administration for Market Regulation, from August 1, 2023, CCC certification has been mandatory for lithium-ion batteries and power banks. Starting August 1, 2024, uncertified products may not be manufactured, sold, imported, or used in commercial activities—implying that most power banks purchased before this date, or bought overseas, are likely not permitted on Chinese domestic flights.
