He broke world altitude record gets 6-month flight suspension

The Gansu provincial aeronautical sports association in Northwest China released a report stating that paraglider Peng Yujiang, who miraculously survived after being sucked to an altitude of over 8,598 meters in the Qilian Mountain and thus broke the world paragliding altitude record, was handed a six-month flight suspension as the flight site and airspace were not approved in advance, according to CCTV News.

On Saturday, a paraglider was drawn into a cloud at 8,598 meters above sea level during a flight in the Qilian Mountains and recorded the entire incident on video, the Guangming Daily reported on Tuesday.

The paraglider's takeoff altitude was over 3,000 meters, said the report. When the paraglider malfunctioned and became uncontrollable, it ultimately ascended to an altitude of over 8,000 meters, resulting in a vertical ascent of more than 5,000 meters.

Footage shows the man suffering extensive frostbite, yet he remained conscious and controlled the parachute until landing safely, according to the report.

On Wednesday afternoon, the Gansu provincial aeronautical sports association released a report concerning a flight incident in the Qilian Mountains involving Peng, according to the CCTV News.

The report states that Peng's original plan was to conduct ground parachute shaking to adjust the comfort of the full set of equipment, with no intention of taking off. 

However, during the ground parachute shaking, a sudden strong wind lifted Peng off the ground, and drifted forward along the terrain, the report said.

The wind force gradually increased, making Peng feel unable to land, and he encountered a cloud suction phenomenon.

After feeling the high-speed upward lift, Peng immediately performed multiple height reduction maneuvers in an attempt to break away from the updraft, but all operations were ineffective, according to the report. 

After entering the cloud, Peng lost his sense of direction, and confronted front stalls and major collapses several times, being passively lifted to a height of 8,589 meters. During the passive ascent, Peng also showed dangerous physical conditions such as blurred consciousness and temporary coma. 

As the air temperature dropped, the cold air stimulated Peng's body to regain partial operational awareness, allowing him to control the paraglider to gradually land safely near Qifeng town, Sunan County in Gansu Province, at an altitude of 1,800 meters, said the report.

Following the incident, the association immediately dispatched staff to the scene to verify the facts, the report said. 

According to the management measures for paragliding sports, ground parachute shaking training does not require prior approval. The flight caused by the air current was a complete accident, so it did not involve violations or illegal flights, the report noted.

It also noted that although this flight broke the world paragliding altitude record and attracted widespread attention, the flight site and airspace were not approved in advance, causing significant negative impacts.

Therefore, to strengthen the compliant management of flight sites and clarify the seriousness and necessity of airspace approval for paragliding, Peng was punished with a six-month flight suspension, required to write an accident reflection report, and deeply reflect on the flight incident. 

Pilot Gu Zhimin released the flight video without permission, causing negative impacts, and was also punished with a six-month flight suspension and ordered to write a reflection report.

All potential flight sites in Jiayuguan city and Sunan county in Zhangye city, were immediately sealed off, urged to erect obvious no-fly signs, and all flight-related activities at these sites are prohibited until approval procedures are completed, the report said.
