New Travel Permit for Foreigners Here: Multiple Entries, 90-Day Stays

To further facilitate the exchange and interaction between the mainland and Hong Kong, Macau, and to promote the integration of Hong Kong and Macau into the national development framework, the National Immigration Administration of the People's Republic of China has announced that starting from July 10, 2024, non-Chinese nationals who are permanent residents of the Hong Kong Special Administrative Region (HKSAR) and the Macau Special Administrative Region (MSAR) will be able to apply for a Mainland Travel Permit for Hong Kong and Macau Residents (Non-Chinese Nationals).
Non-Chinese nationals who are permanent residents of Hong Kong and Macau (hereafter referred to as non-Chinese HK and Macau permanent residents) can apply for this permit for short-term visits to the mainland for purposes such as investment, visiting relatives, tourism, business, research, and exchange. Applications should be submitted to the Hong Kong China Travel Service or the Macau China Travel Service, which the National Immigration Administration authorizes. The approved travel permit is valid for five years, allowing multiple entries into the mainland with a stay of no more than 90 days per visit. Permit holders are not allowed to work, study, or engage in journalism activities in the mainland.
Application Process
Non-Chinese HK and Macau permanent residents must apply for their initial travel permit in Hong Kong or Macau in person at the designated service centers. For permit renewal, replacement due to expiration, damage, loss, or changes in personal information, applications can be submitted either to the Hong Kong China Travel Service, the Macau China Travel Service, or the immigration offices of municipal public security bureaus in the mainland.

Required Documents:
A completed and accurate application form for the Mainland Travel Permit for Hong Kong and Macau Residents (Non-Chinese Nationals), with a recent photo of the applicant attached.
A valid permanent resident ID card from Hong Kong or Macau. For non-Chinese HK permanent residents under 11 years old who do not have an ID card, the "Request for Information" notice issued by the Hong Kong Immigration Department indicating permanent resident status must be submitted.
Valid ordinary passport (excluding documents not recognized by the Chinese government), with at least six months of validity.
Nationality proof documents, such as the "Request for Information" notice from the Hong Kong Immigration Department or the "Personal Information Certificate" from the Macau Identification Bureau, issued within six months before the application date.
Other necessary documents as required.
The personal information submitted by applicants will be legally protected by the processing and approval institutions.
Processing Time
The travel permit processing, approval, and issuance will take 20 working days. Applicants should collect their permits in person at the designated service centers. For applicants under 18, a legal guardian can collect the permit on their behalf.
Fees
The travel permit is valid for five years, with a fee of HKD 260 for the first application in Hong Kong or Macau and RMB 230 for renewals or replacements in the mainland.

Applications must be made in person. Applicants under 18 should be accompanied by their guardians.
The permit does not allow holders to work, study, or conduct journalistic activities in the mainland. For these activities, the appropriate visa or residence permits should be applied for through the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong or Macau, or the local public security bureau in the mainland.
For renewals or replacements within the mainland, permit holders can legally stay in the mainland using the original receipt of the Mainland Travel Permit for Hong Kong and Macau Residents (Non-Chinese Nationals). They can also apply for a one-time exit document and submit their renewal or replacement application to the Hong Kong or Macau service centers after leaving the mainland.
Entry and Exit
Holders of the travel permit are not required to fill out a foreigner entry card upon arrival. Following the Ministry of Public Security's 2017 announcement on collecting biometric information from inbound foreigners, permit holders must complete fingerprint collection and other procedures at the entry ports, allowing them to use expedited entry channels.
Mainland Stay
While staying in the mainland, permit holders must register their accommodation according to the law. The stay period is calculated from the entry date on the original permit. In cases of force majeure or other valid reasons requiring a stay beyond 90 days, holders should apply for an extension with the local public security bureau's immigration office. The extension is limited to an additional 90 days.
Information Updates
Permit holders must report changes in personal information such as name, gender, birthdate, or nationality to the designated service centers in Hong Kong or Macau, or the mainland immigration offices. They must submit the updated permanent resident ID card from Hong Kong or Macau, passport, and the current travel permit during the application. Changes in passport number, contact information, or emergency contact details must be reported within 30 days.
