Cross-Border Business Licensing: Now in Action!



The Shenzhen Market Supervision and Regulation Bureau has announced a significant update in business registration services. This innovation allows Hong Kong and Macau investors to obtain business licenses without leaving their regions. They can now register a Shenzhen company through a seamless, one-stop process.


Ms. Su from Hong Kong successfully acquired her Shenzhen business license using a smart terminal. She shared, "This upgrade is fantastic! I got my business license from a self-service point near my home in less than 10 minutes. Kudos to the Shenzhen government!"


Shenzhen has enhanced smart registration terminals, allowing investors to use various identification documents, such as the Mainland Travel Permit for Hong Kong and Macau Residents, the Mainland Travel Permit for Taiwan Residents, Permanent Resident ID Cards for Foreigners, and Residence Permits for Hong Kong, Macau, and Taiwan Residents.


Previously, Hong Kong and Macau investors had to visit Shenzhen in person to get a business license, which was time-consuming. Since 2022, smart terminals have been deployed in Hong Kong and Macau, taking the first step towards cross-border licensing. The recent upgrade expanded supported ID documents and collection points. Investors can now use over 100 smart registration terminals across Shenzhen, Hong Kong, and Macau to self-collect business licenses. This saves time and effort, embodying the philosophy of "data runs, people save time."


The Market Supervision Bureau continues to advance international commercial registration in the Greater Bay Area. Innovations include real-name registration via audio-video recording for foreign investors and sharing business registration information across Shenzhen, Hong Kong, and Macau. Other measures include online inquiries and cross-border electronic transfer of notarized documents, enabling complete foreign investment processes. The "One-Stop Window" service consolidates business licenses, tax registration, social insurance, housing fund accounts, and utility appointments into a single process.


Additionally, the "Easy Registration for Shenzhen-Hong Kong-Macau" service, in collaboration with partner banks in Hong Kong and Macau, offers one-stop services for Shenzhen business registration. Banks providing these services include the Bank of China, China Construction Bank, Industrial and Commercial Bank of China, China Merchants Bank, Nanyang Commercial Bank, Chong Hing Bank, and Huaxia Bank.
