City to optimize residence policies for foreign employees

Beijing will optimize the residence policies for foreign employees.

The city intends to grant senior management personnel of foreign enterprises that plan to establish branch offices or subsidiaries in Beijing visas or residence permits that are valid for a maximum of two years. The city will grant the same residence duration to accompanying spouses and family members.

Permit the spouses and family members of experts relocated within foreign-invested enterprises to enjoy the same residence duration as experts in pilot areas. Senior management and technical personnel recommended and employed by qualified foreign-invested enterprises should have an easier time applying for permanent residence.

Actively promote the convenient application of permanent residence ID cards for expatriates in areas such as public transportation, financial services, medical security, and online payments.

优化外籍员工停居留政策。对拟在京筹建分公司或子公司的外国企业相关高级管理人员,签发2年以内有效的签证或居留许可,且允许随行配偶和家属享有与其相同的停居留期限。试点区域允许外商投资企业内部调动专家的随行配偶和家属享有与该专家相同的停居留期限。为符合条件的外商投资企业聘雇并推荐的外籍高级管理、技术人才申请永久居留提供便利。积极推进外国人永久居留身份证在公共交通、金融服务、医疗保障、互联网支付等场景领域的便利应用。(市公安局、市委外办市政府外办、市人才局等)
